A closed AI platform for the public sector.
The challenge
Della is a platform we developed for the public sector: NAV, municipalities and the child welfare service order digital courses for newly arrived residents, and participants take the course in the language they understand best.
Building a course takes time: source material has to be gathered, written, translated and packaged. At the same time the client must be able to document that participants actually completed it — and nothing can come at the cost of privacy.
What we did

AI that builds the course
The teacher pastes in a structure or topics, and the AI proposes a complete course plan with daily tests. Everything is adjusted in a chat and approved by a human before publishing.

Controlled sources
If a topic lacks content, the AI researches it — but only from an approved list of official Norwegian sources such as nav.no, udi.no, lovdata.no and helsenorge.no. The organisation controls that list itself.

Content in ten languages
Article, audio and video are generated per language: Norwegian, English, Russian, Ukrainian, Arabic, Dari, Tigrinya, Kinyarwanda, Swahili and Turkish.

Groups, roles and reports
The client, the teacher and the participant each have their own view. Groups are created with access that needs no registration, and progress, time spent and test results can be pulled out as a report per group and period.

Privacy built into the interface
The platform actively warns against typing personal data, diagnoses or documents into the AI chat, and course content is kept separate from participant data.
The platform screens are recreated with demo content — the live system is behind login and holds participant data.

Result
Courses that previously had to be written, translated and assembled by hand are now built inside the platform — with documented progress the client can point to.
